Monday, March 15, 2010 the Supervisory Board of the Palazzo Pallavicini met in Milan at the headquarters of the Culture of the Lombardy Region. Consider the reasons you made and documents prepared, unanimously, noted and approved the new intended purpose of considering the choice Ariguzzi Palace fair and very similar to the original project. Among other things, considered of particular importance is the fact that the Professional Institute and the International Violin Making Wood Crafts - as announced by Education Minister Maria Stella Gelmini - will be annexed to the High School Musical, one of only five high schools which are provided in our region as part of the reform. The decision to allocate Palazzo Pallavicini Ariguzzi as the site of the Professional Institute for the International Violin Making and Wood Crafts (IPIALL "Antonio Stradivari") was shared by local authorities to give a definitive and worthy place in an institution considered of primary importance to the success of a major local excellence, which is precisely the violin making crafts. Enhancement of vocational training and international attractiveness are the criteria for the decision. The IPIALL ensure the full implementation of the such an institute to form high level of professionalism, what is more characteristic of local, while ensuring an international feel. All this adds to the decision of the Ministry of Education to open at the High School Musical IPIALL, as required by the Province of Cremona in agreement with the Lombardy Region, sanctioning the strategic importance and educational institution. All this required so to choose a suitable location to a function as important, what precisely is Palazzo Pallavicini.
dates back to 1999, the signing of the recovery program of the Palazzo Pallavicini Ariguzzi allocated it to the seat of the International Centre for restoration of musical instruments. Signatories to the Agreement, one of several included in the framework agreement concluded between the Lombardy Region and the Ministry for Cultural Assets and Activities, the Ministry were precisely the Region of Lombardy, the Province of Cremona and the Municipality of Cremona, which became, after , Agency of the actuator itself and that for this reason, the merged state and regional grants intended.
The structural and functional recovery of the Palazzo Pallavicini, under the direction prof. Alberto Grimoldi, and continued contribution made by the Superintendent of architectural heritage and landscape of Brescia, was held over the years, with the timely sharing of the four institutions represented underwriters, as provided by the Agreement, the Technical Secretariat for technical and operational aspects and the Supervisory Board as regards the political and administrative. Parallel to the restructuring of the apartment the two bodies on several occasions faced all aspects of the launch of the Centre's management and defining, in particular functions related primarily to training, diagnostics and restoration. And in this sense is established within the Technical Secretariat a group of experts who had built a model of organization - the Centre's educational needs and costs that foreshadowing.
However, the Centre, as proposed originally as a branch of the Central Institute for Restoration, which in its order does not include the training of restorers of musical instruments and therefore willingly saw the expansion of its powers, even in a branch, Over the years, he saw less and less possible the materialisation of such a configuration. The reasons were many, not least, the economic situation that affected seriously the activity of the Institute, as is known, is now forced to abandon the historic location of San Peter in Chains in Rome. The bodies of the hypothesized, therefore, provide a different management model that was not precisely that of a branch reaching ICR detection of the Foundation as a model of legal management. With the help of external professionals if they have called the draft charter that was completed several times within the Technical Secretariat with particular attention to changing the rules on participation in the Foundations of Local Government and the State in particular .
However, it was clear that, unable to walk the path of the 'unification' with the ICR, the management costs would be further widened, and the conditions they Economy would have made it increasingly difficult for them to direct assumption. He made another attempt to work while still looking as possible, the collaboration Opificio delle Pietre Dure in Florence where, at the suggestion of the Regional Directorate of the Ministry, the Municipality of Cremona reached an agreement to acquire a sound basis for choosing the most closely related to the intended use of spaces and provision of equipment needed for its intended function, logistics and science teaching.
This collaboration, shared with the Lombardy Region and the Regional Directorate of the Ministry, led to further investigations to the best use of available economic resources. However, the uncertainty of the situation he desist from any further action considered necessary to proceed with the primary goal of better use of financial resources still remaining and available for equipment and furnishings.
The complexity of the situation meant that part of the Technical Secretariat, the four institutions of the underwriters assessment is made as the possibility of opening a center of this magnitude, and reached a negative conclusion, expressed the hope that the restored Palace became reality when they had correlation with the expected activities of the institution restoration center. In this context, considering also the current hardships facing for some time, the Institute for International Professional Handicraft and Wood Luthier "A. Stradivari", the Municipality and the Province of Cremona have proposed to place the Institute at Palazzo Pallavicini.
recent meetings of the Technical Secretariat - have occurred in recent weeks - have continued and developed the idea proposed by local Cremona to place the Institute at Palazzo Pallavicini of Violin Making by considering that both the affinity for the needs of teaching space provided, the best he could settle in the structure. In line with this address have therefore been prepared, together with the Provincial Administration and the bodies always in agreement with underwriters of the Program Agreement, the documents required to be submitted to the Supervisory Board - which is the body charged with making decisions about changes regarding the intended use of the building.
